COMMUNITY IMPROVEMENT CORPORATION MEETING
Tuesday, April 6, 2010 at 7:30 A.M.
Evendale Municipal Building, 10500 Reading Road, Evendale, Ohio
Attendees: Al Pearlman, Hugh McKinnon, Stiney Vonderhaar, Chris Schaefer, Dave Harwood, Carolyn Smiley-Robertson and Jack Cameron (Bob Szczur absent). Also present was Gary Hart representing So-Low.

Recurring Business:
1. Approval of Minutes from March 2, 2010 Meeting (Tabled to April 20, 2010 for the project group meeting).
2. Economic Development update
a. Update format, information – Jack opened the discussion to request feedback on desired information to be included in the update. Desired items listed below.
i. New business (company name, location, date opened, type of business, number of employees, expected payroll, investment, lease terms, annual sales, projected growth, reason for locating in Evendale)
ii. Closed business (company name, location, date closed, type of business, earnings tax loss)
iii. Expansion (company name, location, type of business, expansion schedule, investment, annual sales & projected increase, current jobs & projected additional jobs, current earnings tax & projected earnings tax increase
iv. Company visits (company visits that month with above details)
v. Contacts Any contacts in regard to development, economic development and others that define the business climate in Evendale.
vi. Project status Any ongoing status of previously reported items.
b. Councilwoman Smiley-Robertson expressed that it is beneficial for her to hear some of the less formal information which helps Council keep informed on the business climate in Evendale.
i. Councilman Schaefer made note that not all information is ideal to document in a report of written format. Many times there is a confidential conversation that if divulged could jeopardize the success of the project or release information to competitors. Jack concurred and suggested, depending on the circumstances, that these items could remain in verbal form until things are finalized.
ii. All members agreed that this informal information was helpful and understood that some information would remain undisclosed until the appropriate time.
c. Jack will provide a draft report format for the April 20, 2010 meeting for CIC to review and comment.
New Business:
1. So-Low Environmental
a. Request to consider purchase of Village 25 foot wide parcel to their north
i. So-Low made an offer to buy the Village owned 25 foot parcel abutting their property to the North.
ii. So-Low provided a site plan showing their current building, expansion of the building and applicable property lines including this 25 foot wide parcel.
iii. Jack explained that the CIC needs to be aware that the expansion plans would increase their total lot coverage from 49% to 52%. This would require So-Low to obtain a variance to expand with their current plan.
iv. Chris Schaefer asked about storm water detention. Jack explained that during the meeting with Don Mercer and James Jeffers that So-Low’s engineer suggested a drainage detaining ditch along the east side of their property. Currently the expansion would occupy the parking lot area that drainage is detained. This drainage ditch would require an easement from the Village around 5 feet to allow enough room to create this ditch.
b. Recommend action to Council
i. Chris Schaefer motioned, Harwood 2nd) to recommend this transaction to Council which would include a valuation in order to determine a fair price.

Other:
1. Hugh asked for feedback on FSA and project to date since CIC has not had a chance to discuss other than project meeting.
a. Al noted that they are not keeping true to their proposed schedule and asked that FSA provide a comparison at the April 20th meeting on the proposed schedule and current status.
b. All members concurred that this would be good information to have to keep on top of their progress and proposed completion times.
